The Division of Printing Services is a full-service, self-supporting print shop that provides printing and duplicating services to all state government agencies. The Division provides a complete electronic pre-press with high-resolution output to negatives or digital print and also offers bindery and finishing services.
General Overview of Printing
To ensure printing is accomplished in the most cost efficient manner possible, all state agencies are directed to submit all printing requests to the Division of Printing Services by completing the following forms: COT-F028, Quick Copy Center Transmittal Form, or the COT-F029, Order for Printing.
Nonessential printing should be eliminated. Any printing not absolutely necessary to fulfill the agency's mission should be avoided.

All printing should be done as basically and inexpensively as possible. In most cases, this will be in one color of ink (no special colors) on state contract recycled paper or other basic recycled stock in standard sizes. See the list of standard inks.
Quick Copy Centers should be utilized whenever possible. Jobs requiring 100 to 1,000 copies printed in black ink should be requested through the Quick Copy Centers rather than utilizing walk-up office copiers. Review all job specifications. Eliminate unnecessary requests and revise specifications that can reduce the cost of your printing. Specific examples include numbering of forms and wrapping of items in small quantities. The use of screens can help to achieve special effects in place of more costly colored papers and inks.
Eliminate use of special sequence carbonless stock when requesting multiple ply forms. Review job specifications to ensure that all plies are required. The same legend should be printed on all plies in the same ink color as the form.
Review quantities requested. Smaller quantities may be initially less expensive; however, repeat orders require additional plates, equipment make ready and set up fees. Check with the Division of Printing Services for possible price breaks on quantities.
Eliminate the use of special mixed inks. These inks are expensive because they must be purchased in minimum quantities and then disposed of in accordance with hazardous waste rules and regulations. See listing of standard inks.
Printing requests should allow sufficient time for the printing process to be completed within State Government. Proper planning will keep printing costs to a minimum and ensure timely delivery. Rush orders can result in increased costs.
Specifications on printing requests should be written such that the printing job can be completed within State Government. Simple changes in the design of a printed piece can significantly change costs.
Unless there are specific justifiable reasons, all printing jobs having two or more pages should be printed front and back.
