The Commonwealth Office of Technology provides leadership in the use of information technology in order to enhance government services, improve decision making, promote efficiency and eliminate waste. COT is headed by a Commissioner, Lori Flanery (acting), appointed by the Secretary of the Finance and Administration Cabinet. The Deputy Commissioner, Jim Barnhart, assists the Commissioner in managing the enterprise. The Deputy oversees the business aspects of COT and focuses on some of the major challenges such as Infrastructure Consolidation, upgrade of the Kentucky Emergency Warning System (KEWS) microwave to digital, and the wireless interoperability program.
